Progress Beyond FREC 3
The Qualsafe Level 4 Certificate in First Response Emergency Care (RQF), commonly known as FREC 4, is the natural progression for qualified FREC 3 responders looking to develop a greater depth of pre-hospital emergency care knowledge and capability.
At this level, training moves beyond the foundations of emergency response and places greater emphasis on patient assessment, clinical reasoning, recognising deterioration and managing more complex medical and trauma presentations.
FREC 4 is designed for people working, or looking to work, in roles where they may have greater responsibility for assessing and managing patients within the pre-hospital environment.
At Event Safeguard Consultancy, the programme is delivered by experienced paramedics and combines the regulated qualification with the practical insight that comes from managing real patients in challenging environments.
Who is FREC 4 for?
FREC 4 is designed for experienced responders looking to progress their clinical capability and take on greater responsibility within pre-hospital emergency care.
It may be particularly relevant for:
Event medical personnel
Emergency care providers
Ambulance and independent ambulance personnel
Those progressing towards Emergency Care Assistant or similar roles
Responders working in remote or higher-risk environments
Emergency service personnel
Motorsport and sporting medical teams
Military, police and fire service personnel
FREC 3 qualified responders seeking further development
Those working towards higher-level pre-hospital care qualifications
This is a progression qualification and learners should already have established emergency care skills before beginning the programme.
Entry Requirements
Learners must be at least 18 years old on the first day of training.
Before beginning the FREC 4 qualification, learners must hold a valid, in-date:
Qualsafe Level 3 Award in First Response Emergency Care (RQF) or an appropriate Qualsafe recognised equivalent.
Learners are also required to provide evidence of 118 hours of continuing professional development (CPD) completed between FREC 3 and commencing FREC 4, in accordance with current Qualsafe Awards requirements.
Because the qualification builds directly on FREC 3 knowledge and skills, learners should arrive confident with their existing patient assessment, basic life support, trauma and emergency care skills.
Not sure whether you meet the entry requirements?

What Will You Learn?
FREC 4 develops the knowledge and capability required to assess and manage a broader range of pre-hospital patients.
Training includes areas such as:
Enhanced Patient Assessment
Structured patient assessment
Physiological observations
Recognition of abnormal findings
Clinical history taking
Reassessment and monitoring
Recognition of deterioration
Clinical communication and effective handover
Medical Emergencies
Developing the ability to assess and manage patients experiencing a range of acute medical presentations, with greater emphasis on understanding the underlying condition and recognising changes in clinical presentation.
Trauma
Further development of trauma assessment and management including:
Major trauma
Haemorrhage
Fractures and musculoskeletal injury
Immobilisation
Head and spinal injury
Chest and abdominal trauma
Burns
Management of the deteriorating trauma patient
Children & Young People
Assessment and emergency management of sick and injured children, recognising the important physiological and communication differences involved in paediatric emergency care.
Complex & Challenging Presentations
The programme also develops awareness and management of situations that can be more complex for the pre-hospital responder, including behavioural and mental health presentations and incidents involving multiple casualties.
Developing Clinical Decision-Making
One of the biggest steps between FREC 3 and FREC 4 is moving from simply recognising and treating individual problems towards developing a more complete understanding of the patient.
A set of observations is only useful if you understand what those observations may be telling you.
Throughout the programme we therefore place emphasis on:
What are you seeing?
What does it mean?
What are you concerned about?
What should you do next?
Has your intervention worked?
Does this patient need further or more urgent clinical support?
This approach develops the clinical reasoning and situational awareness required when managing real patients.
Practical, Scenario-Based Training
Pre-hospital emergencies rarely present as neatly as textbook examples.
Patients may have several medical problems. Information may be incomplete. Environments may be noisy or challenging. The patient's condition can change while you are treating them.
Our FREC 4 programme uses practical scenarios to bring individual areas of learning together.
Learners are expected to assess, prioritise, treat, reassess and communicate while managing developing patient presentations.
This is where knowledge becomes operational capability.
Assessment
The FREC 4 qualification requires learners to demonstrate both theoretical understanding and practical competence.
Assessment currently includes:
Practical assessments
Skills assessments
Learner workbooks
Invigilated knowledge examinations
Learners are required to complete three learner workbooks as part of the qualification. These are completed following the classroom element and must be successfully completed within the timeframe specified by Qualsafe Awards.
Full information about assessment requirements and completion timescales will be provided before the course.
Certification
On successful completion of all required elements, learners receive the nationally recognised:
Qualsafe Level 4 Certificate in First Response Emergency Care (RQF)
FREC 4 represents an intermediate level of pre-hospital emergency care knowledge and provides a progression route for those continuing their development within emergency and pre-hospital care.
The qualification itself is not a licence to practise.
Clinical interventions undertaken within employment or voluntary roles must remain within the individual's competence and the clinical governance, scope of practice and agreed working arrangements of the organisation they are working for.
Why Train with Event Safeguard Consultancy?
Paramedic-Led
FREC 4 deserves instructors who can relate the syllabus to genuine patient care.
Our training is led by experienced paramedics who can explain the clinical reasoning behind assessment and treatment, drawing on frontline experience.
Real Patients. Real Experience. Relevant Training.
Our instructors understand the difference between performing a skill in a classroom and managing a patient when information is incomplete, conditions are difficult and decisions matter.
That experience shapes how we teach.
Scenario-Based
Skills are brought together through realistic scenarios designed to develop patient assessment, communication, prioritisation and decision-making.
Support Beyond the Five Days
FREC 4 does not simply finish when the classroom element ends.
Learners receive clear guidance around the workbook and qualification completion requirements so they understand what is expected following the course.
Qualsafe Accredited
